INTERNATIONAL SHORT FILM CONTEST

1. SHORT FILM CONTEST APPLICATION TERMS

  • The contest is open to universities of Turkey, TRNC and overseas countries. It is open to students studying in associate, undergraduate or graduate departments.
  • Participants can apply individually or on behalf of a team. In case the application is made on behalf of the team, the “Team Spokesperson” is responsible for ensuring the requirements in the relevant application.
  • The duration of the films to participate in the competition must be at least 3 minutes long and 15 minutes long at the most.
  • The film must be annotated in English and/or Turkish.
  • Short films can also consist of graphic elements only as fiction or animation.

Fictional Short films must be available for viewing, in .avi, .mpeg2 or .mpeg4, h264, mov. format, 1920x1080 (HD) or 4K resolution; must be submitted via https://filmfreeway.com along with the synopsis of the film.

2. SHORT FILM CONTEST APPLICATION PROCESS

  • Participants must fill in this contract completely and legibly, and sign it. The completed participation form must be submitted together with the short film https://filmfreeway.com together with the details of the film.
  • The deadline for submission and application is 20 October 2023 by 24:00.

3. OBLIGATIONS AND RESPONSIBILITIES OF THE PARTICIPANT

  • In order to participate in the selection, the participant is obliged to present the information requested correctly and to fill the application form completely.
  • When the participant fills in and signs the application form and sends it to us, the application is considered to be made.
  • The participant accepts that he/she has shared the personal data of himself/herself and other persons in accordance with the law and requirements of the contest. Otherwise, legal liability that may arise, disputes that may arise due to incorrect submission of information, and failing to fulfil other obligations regarding the protection of data are binding on the participant.
  • If the participant has applied on behalf of a team, the award will be delivered to the team representative who signed the documents.
  • Non-original text, image, music, etc. in the work to be sent to the contest, any claim of copyright infringement arising from third parties due to the use of material is the responsibility of the participant.
  • The short films to participate in the contest must not have received an award in any other contest before.
  • It is forbidden for the short films to participate in the contest to include any political element-content, a political allusion, insults, unauthorized transfer of personal data, sexuality, inappropriate use of children, and advertising.
  • If the films that do not meet the necessary requirements are detected before the application period expires, the parties will be informed that they will not be accepted into the contest unless the necessary requirements in this regard are fulfilled in full. In any case, short films sent after the deadline and which do not meet the required terms and conditions will not be taken into evaluated and will be disqualified.
  • The Symposium Committee cannot be held responsible for the use of prohibited elements in short films.

4. ANNOUNCEMENT

  • The short films that have applied for the contest and won a prize will be screened, and the short films that are ranked are announced one week before the screening.
  • The date on which the finalist works will be announced is October 25, 2023.
  • The date when the results of the contest will be announced is October 27, 2023.

5. ASSESSMENT CONDITIONS
The following criteria will be taken into account when making the assessment:

  • The originality of the movie
  • Content of the message given / to be given
  • Ease of perception of the message given / to be given
  • The language and structure of the subject
  • Audio-visual quality of narration
  • Creativity elements

6. PRIZES:

  • Upon the completion of the evaluation of the competition by the jury, the awards and the winners will be published on the Symposium page.
  • A certificate of participation will be issued for everyone who attends the Symposium. The awards and prices determined for the short films are as follows:

7. RIGHTS UNDER LAW REGARDING WORKS OF INTELLECTUAL AND ART:

  • With this Specification, the Author may use the following rights under the Near East University Communication Studies Research Center a. One of the moral rights defined in Article 14 of FSEK No. 5846, "Right of Public Offering"; b. Among the substantive rights defined in the FSEK No. 5846, Article 21 transfers the Right to Process, Article 22 Right to Reproduction, Article 23 Right to Disseminate, Article 24 Right to Representation, Article 25 Right to Communicate with the Near East University Communication Studies Research Center.
  • The Near East University Communication Studies Research Center, under its own name, is entitled to have the "Processing Right", "Distribution Right", "Right of Representation" and "Right to Communicate"; the rights that the Author has transferred to the Near East University Communication Studies Research Center can be used in any way and terms except for any commercial purpose.
  • The Author is the sole owner of the right to prohibit changes in the work, and in case of a request for this, the relevant platform and partners will contact the Author.
  • The rights deemed to be transferred by the Author do not affect the status of the author as the owner of rights, the author can use his/her rights on the work as the owner of the rights.

8. REQUIREMENTS ON THE APPLICATION FORM

It is mandatory to include the following items in the "Application Form" to be sent during the application.

  • Title and abstract (synopsis) of the submitted short film
  • Year of production
  • Applicant's first and last name
  • Applicant's date of birth
  • University/faculty/department and class information of the applicant
  • Applicant's contact address (address, phone and e-mail)
  • In case of joining as a team, the name and surname of the other team members

9. INFORMATION

I undertake that I also own all intellectual property rights on the work submitted for the contest and that I have all required legal rights regarding the presentation of this work and the transfer of intellectual property rights related to the work. The work in question; i) I am the true creator of the work and/or that I am the original owner of the material and I do accept the moral rights recognized within the framework of the Law on Intellectual and Artistic Works (FSEK) No. 5846 ii); I am the true owner of the work and I take any and all necessary steps regarding the transfer of the intellectual property rights related to the work to the Near East University Communication Studies Research Center. I have all kinds of rights, that I hereby certify that I do not violate the intellectual property rights (copyright, patent, trademark, etc.) of any third party, that I do not violate or tarnish the personal and privacy rights of any living or deceased person, that the content of my short film is hereby certified that it is not contrary to the Turkish Penal Code, No. 5651 or any other relevant law and other applicable legislation, and that the content in question does not contain elements that may constitute a crime and that there is no violation of the personal rights or property rights of a natural or legal person in any way. In case of the emergence of criminal elements later, the institutions supporting this Contest have no responsibility, in case of violation of copyright or other intellectual property rights or any violation of legislation, my work may be disqualified from the Contest and my / my team may be banned from the Contest. If any violation of terms of Contest is agreed after the Contest process ended, I understand that even if I have been awarded, my award can be withdrawn. In addition, I undertake full responsibility and confirm that I am responsible for the actions of the person, material and team that I have used for personal data and other reasons, and that the necessary permissions have been obtained for the data I shared with the Near East University Communication Studies Research Center team.
